Report of the Knowledge Exchange Reporting Working Group (KERWG)

A joint SFC / Universities Scotland (US) Knowledge Exchange Reporting Working Group was established in October 2010 to advise SFC / US on the development of a reporting mechanism for formulaic knowledge exchange funding. The Group was chaired jointly by Professor Peter Downes (Universities Scotland) and Ann Millar (SFC).

The Working Group met three times in the autumn of 2010. It recognised that the existing Knowledge Transfer Grant (KTG) metrics had been an innovation that had placed Scotland in the lead of knowledge exchange funding policy. However, further development was necessary to reflect policy change, demonstrate impact more fully and enhance accountability for the use of public funds. Therefore, taking the existing arrangements for reporting as a starting point, the Group aimed to develop a reporting mechanism that would:

  • Identify key economic, public policy, social and cultural outcomes and impacts from HEIs' knowledge exchange activities both within and beyond Scotland
  • Provide accountability for the use of public funds, while demonstrating that knowledge transfer activity takes place within a strategic framework
  • Provide data that can be used as a basis for allocating funds
