There are six workstream in the current phase of the College Infrastructure Investment Plan project.

The workstreams have been designed for a consistent and streamlined approach to capital investment. They will align with Scottish Government objectives, reflect recognised best practice and focus on physical, digital and net zero investment themes.

Communications

A key focus is to increase levels of engagement with colleges to ensure they are fully consulted during the development of the College IIP. We will do this whilst recognising their existing commitments, reporting obligations and existing plans. Support and guidance will be tailored to match the maturity and expertise within different estate teams.

Baseline 2026

A refreshed and updated Baseline 2024 based on information and data provided by colleges. The data collection exercise will take place between January to May 2026.

SCIM (Scottish Capital Investment Manual)

The SCIM for Colleges process is pivotal to engaging better with colleges on complex issues in a meaningful and consistent way with clear business cases, criteria, evaluation and funding approval process.

Infrastructure Strategies

Many colleges have well developed strategies that address current challenges and include collaboration with other colleges and other public sector bodies. These plans will be included in the proposed College IIP to give a sector wide picture.

Future Operating Models

We are committed to a programme of regular review of capital funding models as part of our College IIP development. We will continue to explore new capital funding opportunities with the Scottish Government and SFT

Alternative Funding Models

We have asked the Scottish Futures Trust (SFT) to provide a comprehensive picture of all currently available and any possible alternative capital funding models.
